Mandate-gated GoDaddy email provisioning. Searches the GoDaddy product catalog for email plans, creates a checkout session, and completes the purchase only when the caller presents a signed spending mandate naming the product, the max amount, and this agent as audience. Provisions the mailbox and polls to COMPLETED. Wrong-audience mandates, over-amount mandates, and tampered variant IDs are refused with named reason codes. Uses the GoDaddy Platform API on behalf of a consented merchant.
